摘要
数据包络分析(DEA)方法是进行水资源利用效率评价的有效方法。考虑城市水资源运作系统内部复杂的投入、产出关系,运用DEA方法对国内省域城市水资源的利用效率进行了评价,发现整体效率值偏低,且地区间差异明显。原因在于城市未处理污水排放过量,而工业化与城市化建设对城市水资源利用产生双重影响。文末提出相应政策建议,以促进城市水资源综合利用与开发。
Data envelopment analysis (DEA) is an effective method to evaluate the water-use efficiency. In this paper it is adopted to assess inter-province water-use efficiency in Chinese cities due to the Complicated relationship between inputs and outputs of the operational system of urban water resource. It is found that the whole systematical efficiency is quite low and the differences among regions are great which can be attributed to the over emission of untreated sewage, meanwhile the industrialization and urbanization exert double impacts on it. In conclusion, relevant suggestions are proposed to promote the comprehensive use and exploration of urban water resource.
