摘要
首先利用DEA方法并运用中国省际面板数据,计算了2009—2013年中国31个省(自治区、直辖市)的生态效率,然后使用Tobit模型分析了影响生态效率的因素。研究结果表明:2009—2013年间中国31个省(自治区、直辖市)的生态效率在时间序列上表现得较为平稳,在横截面上表现出较大的地区差异;总体来看,东部地区的生态效率优于中、西部地区;地区人均GDP和偏东的地理位置会对生态效率产生积极影响,而产业结构和人口密度则会产生消极影响。指出:为提升地区生态效率,政府需要坚持以人为本的发展理念,努力提高居民人均收入水平、加快产业转型升级、推进新型城镇化发展,进而缓解地区发展差异和人地矛盾。
This paper uses the provincial panel data from 2009 to 2013to calculate the ecological efficiency of 31 provinces in China,and then uses the Tobit-model to analyze the factors influencing regional ecological efficiency.The results show as follows：from 2009 to 2013,the ecological efficiency of 31 provinces in China keep relative stable in time sequence,but varies a lot among the cross section;overall,the ecological efficiency of eastern region is better than that of central and western regions;per capita GDP and beneficial geographical position（eastern region）have the positive relationship with ecological efficiency,while industrial structure and population density bring an opposite result.Finally,it proposes that,in order to promote regional ecological efficiency,government should adhere to people-centered development philosophy,and strive to improve residents′per capita incomes,and accelerate the transformation and upgrading of industry,and promote the development of new urbanization,and thereby narrow regional development gap and the contradiction between people and land.
