摘要
住房改革以来,中国城市居民的住房状况得到了整体改善。然而,在房地产市场繁荣发展的同时,住房价格不断攀升,很多中低收入家庭难以通过市场满足自己的住房需求。作为回应,中国政府采取了一系列措施对房地产市场进行干预和调控,同时推出各种住房保障的政策,力图缓解住房问题。共有产权住房政策是政府破解住房问题的最新尝试,也是我国住房保障模式的制度创新,体现出政府对社会需求的积极回应。论文追溯了共有产权房政策的发展历程,重点分析了共有产权房政策在满足城市居民的住房需求、丰富中国住房保障模式、推动中低收入家庭实现住房自有等方面的创新和优势,也讨论了这种新的住房供应模式可能存在的局限和争论,最后在肯定共有产权住房对完善住房保障体系意义的基础上,提出进一步研究的方向。
Ever since housing reforms, the housing conditions of urban residents in China have been improved as a whole. However, along with the booming housing market and the rapid rise of property prices, many middle and low-income households find it difficult to afford to buy or rent in the market. In response, the Chinese government has adopted a range of measures to regulate the real estate sector and provide affordable and public rental housing to alleviate housing problems. The Shared Ownership Housing represents the government's latest effort to address social needs and an institutional innovation to tackle housing problems. This paper firstly outlines the development of Shared Ownership Housing policy, and then analyzes its advantages as an innovative strategy to satisfy the housing needs of people, provide them with housing protection, and boost home-ownership for middle and low-income households through the shared ownership between the government and purchasers. Limitations and controversies in policy design and implementation are also touched upon. The paper concludes by pointing out the research agenda in the future and proposing recommendations for improving this policy innovation.
