摘要
基本公共文化服务发展指数排序、波士顿矩阵定位以及发展指数二级指标分解的实证分析表明,京津冀地区基本公共服务供给存在很大程度的不均等,河北省基本公共文化服务标准和北京市、天津市相比质量较差,要实现京津冀区域基本公共文化服务领域均等化,除了采取传统途径如"完善公共财政制度""完善转移支付制度"等之外,更需要从最基本环节入手,以标准化建设助推京津冀区域基本公共文化服务均等化。
The basic public cultural service development index ranking,Boston matrix positioning and development index secondary index decomposition of the empirical analysis shows that the basic public service supply of Beijing-Tianjin-Hebei region has greatly unequal,Hebei basic public cultural service standards and quality are at a lower level than Beijing,tianjin,to achieve equal basic public cultural services of the Beijing-Tianjin-Hebei region.In addition to traditional ways such as ＂perfecting the public finance system＂＂perfecting the transfer payment system＂ and so on,the more need to start from themost basic link,according to thestandardized construction to booster equal basic public cultural services in Beijing-Tianjin-Hebei region.
