摘要
基本公共文化服务的主要内容包括"看电视、听广播、读书看报、进行公共文化鉴赏、参与公共文化活动"等六个方面,基本公共文化服务标准化主要指政府保障的标准化,设施建设的标准化,管理和服务的标准化,考核评估的标准化。基本公共文化服务均等并非绝对相等和简单平均的概念,而更多地表现为每个社会成员都享有大体均衡的外部条件和平等的机会与权利。"送、走、种"是目前实现均等化目标主要倡导的方式,也是行之有效的方式。
Basic public cultural service has six main components such as watching television , listen-ing to the radio , reading books and newspaper , appreciating public culture and participating in pub-lic cultural activities , the standardization of which means that of government insurance , facility con-struction , management and service as well as evaluation.The equalization of it does not imply abso-lute equivalence and simply average , but assumes that every member of society enjoy generally-bal-anced external conditions and equal opportunities and rights.Cultural delivery , visits and cultivation are the main and effective ways to achieve the goal of equalization at present.
