摘要
目前,我国水源保护区正在推广运用生态补偿方式影响和激励居民的生态保护行动。为对云南省昆明市饮用水源保护区所实施的生态补偿机制的效果进行客观评价,以昆明市寻甸县域内的两个水源流域清水海水库(有补偿)和牛栏江(无补偿)6个村共532份有效调研问卷为样本,运用结构方程模型研究了生态补偿政策对当地居民生态保护行为的影响。结果表明:无论有无生态补偿、行为态度、主观规范和感知行为控制三个心理因素对当地居民生态保护意愿和行为都产生正向影响;有生态补偿能够更好地激励村民实施生态保护。但是,目前生态补偿的激励效果还十分有限,对流域居民内在心理因素的影响效果较小。针对昆明市生态补偿机制所存在的问题,提出了探索和推广PPP模式作为市场化生态补偿机制建设的对策建议。
The ecological compensation mechanism is spreading in China’s water conservation areas to inspire residents’ ecological protection awareness and urge them to take actions. In order to evaluate objectively the effect of the ecological compensation mechanism implemented in the drinking water source protection zone in Kunming,a total of 532 valid survey questionnaires from the two water sources: Qingshuihai Reservoir( with compensation) and Niulanjiang( without compensation) in the Xundian County,were used as samples. The structural equation model was applied to study the impact of ecological compensation policies on the ecological protection behavior of local residents. The results show that the three psychological factors of behavioral attitudes,subjective norms,and perceptual behavior control have a positive impact on the local residents’ ecological protection intention and behavior with or without ecological compensation; ecological compensation can bettermotivate villagers to implement ecological protection; but the incentive effect of ecological compensation is still very limited,and it has little effect on the intrinsic psychological factors of the residents there. In response to the problem of ecological compensation mechanism program in Kunming City,the paper put forward the suggestion of exploring and popularizing PPP model as a market-based ecological compensation mechanism is.
