摘要
为准确评价中部崛起战略实施后,城市基础设施的发展状况以及对于经济增长和生活水平提高的促进作用,通过构建城市基础设施发展水平的评价指标体系,选取中部六省2006年~2015年面板数据,运用熵值法对中部六省城市基础设施进行测算。结果显示,在中部六省中,河南省的基础设施发展水平最高,且仅有湖北、湖南两省的城市基础设施发展水平低于中部平均水平;纵向分析发现:中部六省的城市基础设施发展水平均呈波动上升趋势,其中,湖南省发展水平波动最大,河南省波动最小;中部六省的城市基础设施发展的侧重点有所不同,同时也存在各自的"短板"。基于实证分析结果,提出了有效提高中部六省城市基础设施水平的对策建议。
To accurately evaluate the development of urban infrastructure and its promoting effect on economic growth and on living standards after the implementation of the strategy of the rise of central China,this article builds up the appraisal index system for urban infrastructure development level,and selects the panel data of China's six central provinces from 2006 to 2015 to evaluate,by the entropy method,the index of their urban infrastructure development. The results show: that Henan province has the highest level of development in the central region,and only the urban infrastructure development level of Hubei and Hunan provinces is lower than that of the central average. The level of the urban infrastructure development of each province shows a raising longitudinal oscillation,of which Hunan Province fluctuates most unsteadily,as Henan the most slightly. Each provincial urban infrastructure development possesses different priorities,despite of their own " vulnerabilities". Based on the results of the empirical analysis,the paper puts forward some effective suggestions on the improvement of urban infrastructure level of the six provinces.
