摘要
目的了解"全面二孩"政策实施以来的社会影响以及配套措施需求。方法 2017年4-7月于齐齐哈尔市北三区部分社区及人口流动性大区域适龄人群进行随机调查。结果 59.4%的人认为二孩家庭有利于子女的成长,59.3%的人认为可以减轻养老负担及其带来的压力,70.8%的人认为生育二孩会影响生活质量。73.4%的人认为应健全医疗保险制度,70.5%的人认为应完善社会养老制度,70.3%的人认为应该加大教育投入力度。结论该地区应建立区域性二孩生育保障政策,完善相关配套措施,提高地区二孩生育率。
Objective This paper tries to understand the social impact and the needs of supporting measures since the＂All-Round Two Children＂ policy. Methods From April to July in 2017, randomized surveys were conducted among ageappropriate population in some communities in North Three District of Qiqihar and areas with large population mobility.Results 59.4% of people think that second-child families are good for children＇s growth, 59.3% think that it can reduce the burden of old-age pension and the pressure on them, and 70.8% think that having second child affects their quality of life. 73.4% of people think that the medical insurance system should be improved, 70.5% of people think that the social pension system should be improved, and 70.3% think it is necessary to increase investment in education. Conclusion The local should establish a two-child regional childbirth security policy, improve the relevant supporting measures to improve the second child fertility rate in the region.
