摘要
农业供给侧改革的重点和难点与土地流转制度在很大程度上存在着耦合关系,但在该阶段还未能从农业供给侧改革视角深入认识土地流转制度的意义,且土地流转补贴标准偏低、土地流转成本上升、土地纠纷等问题也有待解决。应明确土地权利,完善土地流转登记制度,同时提高构建纠纷预防机制,完善土地法律法规制度,在农业供给侧改革背景下推动农村土地流转制度合理有序运行,促进农村的经济发展。
The emphasis and difficulty of agricultural supply-side reform have a coupling relationship with the land transfer system to a large extent. However,in this stage,the significance of land transfer system can not be deeply understood from the perspective of agricultural supply-side reform,and the subsidy standard of land circulation is low,and the cost of land circulation is rising. Land disputes and other issues need to be resolved. Land rights should be clear,land circulation registration system should be improved,at the same time,to improve the construction of dispute prevention mechanism,improve land laws and regulations system. Promoting rural land under the background of agricultural supply side reform the circulation system operates in a rational and orderly manner to promote rural economic development.
