摘要
自海南省加快推进自贸港建设以来,全省对于如何实现农村土地承包经营权的有效流转进行了多样化的探索,主要从提高现有土地利用率、提升农民收入以及促进海南农业产业全面升级等方面入手。对海南省土地交易现象进行研究,发现当前海南省农村土地承包经营权流转存在产权模糊、流通率较低、交易方式略为单一、流转交易程序不规范等问题。一定程度上,这些问题已经阻挡了海南农业经济的发展,甚至乡村振兴战略的执行。最后,从政府服务、监督、措施和宣传等四个方面提出了解决这些问题的途径。
Hainan Province has vigorously pushed forward with the development of free trade ports,resulting in a variety of investigative approaches towards successfully transferring rural land contract management rights.These efforts are rooted in objectives such as enhancing the utilisation of available land,augmenting farmers’earnings,and fostering a thorough redevelopment of the agricultural industry in Hainan.This piece delves into the analysis of the current landscape of land transfers in Hainan Province.The study found that there are problems in the transfer of rural land contract management rights in Hainan Province,such as unclear property rights,low land transfer rate,single transfer methods,and non-standard transfer procedures.The challenges being faced are somewhat stunting the growth of Hainan’s rural economy,and even the execution of strategies aimed at rural revitalization.Finally,corresponding solutions are proposed from four aspects:government services,supervision,measures,and publicity.
