摘要
实践证明,多元参与主体之间广泛的政治接触是协商民主渐进式发展的逻辑起点。通过政治接触,能够有效地纠正多元协商主体之间的认知偏差,建立交往关系,形成妥协意愿;同时,也能进一步改善国家形象,管控政社分歧,软化权力运行。基于此,协商民主渐进发展要明确多元主体间有序接触的基本原则,完善接触的制度机制建设,逐步构建起覆盖各层次均衡发展的接触体系。
Practice has proved that extensive political contact among multiple participants is a logical starting point for the gradual development of consultative democracy. Through political contacts,the cognitive deviation between the subjects of multivariate consultation can be effectively corrected,communication relations can be established,a willingness to compromise can be formed. At the same time,the country＇s image will be further improved,the divergences between government and society will be managed,and the operation of power will be softened. Based on this,the progressive development of consultative democracy needs clarify the basic principles of orderly contact between multiple subjects,perfect the institutional mechanisms for contact,and gradually build a contact system that covers all levels of balanced development.
