摘要
城郊型社区治理是社会关注的热点问题,逐渐进入了学术研究的视野。通过北京J村拆迁事件,观察行动者和社区治理结构之间的双向互动过程,分析其社区治理过程的逻辑。J村行动者包括社区居民、社区正式与非正式组织、商业和服务组织等,他们共同参与社区事务的治理,社区需要一个协调机制推动行动者共同参与转型社区的治理。正式制度规范着社区成员行为,非正式制度安排普遍存在于治理实践中,正式制度和非正式制度的结合与正式制度的非正式运用是政策目标实现的关键。基于资源互换,不同的行动者在各种行动中逐步达成"合谋",移动政策边界,推进政策的实施。行动者为导向理论开辟了一个新的视角来理解城郊社区的内在治理过程的逻辑。
Peri-urban community governance and governmentality have become hot issues of social concern and gradually enter the field of academic research.Through the demolition and reallocation events of J village in Beijing,this article observed the dynamic and interactive process between actors and the community governance structure,and analyzed the logic of the process.Actors in J community includes residences,administrative agencies,business,and formal and informal community organizations.Better community governance required coordinating these actors.Formal institution directs community actors＇ action,while informal institutions are prevailing in the community governmentality.It is essential to combine formal and informal institutions and make formal institution implement in informal way to achieve policy goals.The resource exchange and collusion of various actors push policy to be implemented in flexible way.Actor-orientated approaches provided a new perspective to understand logic of community governmentality in the peri-urban region.
