摘要
社区、社工、社会组织(简称"三社")是社会管理中最基础的元素,已经成为服务社会、促和维稳的重要载体和动力之源。如何区分社区、社会组织和社工队伍各自的角色定位,积极探索建立三者之间的高效联动机制,对于加快全国和谐社区建设的进程,具有重大的现实意义。本文从"三社联动"的概念界定入手,在阐述社区、社会组织、社工联动发展背景的基础上,对我国"三社联动"的模式进行了分析概括,继而提出构建"三社联动"的总体思路,并在相应理论支撑和启示下,制定推进"三社联动"的发展战略。
Linkage of community,social organization and social workers（LCSS） are the most basic elements of social management,and they have become an important carrier and power source of social contradiction reconciliation,society service and social stability promotion.For community,social organization and social workers group,exploring the effective interaction mechanism of them and the way to classify their social roles are of great benefits to the processing of national harmonious community.Based on the concept of LCSS and their development background,this paper gives an analysis of the mode of LCSS and comes up with the general idea of how to establish and implement it under the corresponding theoretical support and enlightenment.
