摘要
选取我国南水北调中线工程的核心水源区域作为研究对象,在保障河南、河北、北京、天津4个省、直辖市沿线14座大中城市生活用水和工农业用水的同时,对核心水源区的十堰市和南阳市两个跨省域的城市协同发展进行实证研究.采用系统分析的方法,在分析协同发展问题和协同发展的可行性基础上,提出了协作区协同发展的实施策略:保护核心水源区生态环境,建立国家公园体制;协作区产业协同,形成产业集群;交通互联,规划引领;发展全域旅游,树立核心水源区旅游目的地形象;完善生态补偿机制,加强政策扶持;建立区域协同发展组织机制.
This paper chooses the strategic water diversion project of China- the core water source area of the middle routeproject in the South-to-North Water Diversion Project as the research object. The paper explores how to use the South-to-North Water Diversion Project to provide water for domestic and industrial agriculture in 14 large and medium-sized citiesalong the Henan province, Hebei province, Beijing and Tianjin. The empirical research is focused on Shiyan and Nanyang,the two cross-province urban collaborative development. Based on the analysis of coordinated development and the feasibilityof collaborative development, this paper puts forward the implementation strategy of collaborative development in thecooperative area： protecting the ecological environment of the core water source area; establishing the national park system;cooperating with the industry; forming the industry cluster; achieving traffic interconnection and planning; developing all-for -one tourism to establish the core water source tourist destination image; improving the ecological compensationmechanism to strengthen policy support; and establishing the regional collaborative development mechanism.
