摘要
南水北调中线工程水源保护区面临经济发展与水源保护的两难困境,为确保南水北调工程目标的实现、使水源区和受水区经济社会协调发展,依据补偿原理应向水源保护区进行经济利益补偿。主张建立市场经济条件下的政府主导模式水源保护区利益补偿机制,提出了建立利益补偿机制的政策建议。
There is a dilemma between the economic development and the protection of water source for the Middle Route of South-to-North Water Transfer project. In order to achieve the goal of the project and harmonious development between the beneficial region and the water source region as well, the bene- ficial region of the project should make economic compensation to the water source region. In the socialist market economy, the central government should play a very important role in the compensation mecha- nism for the water source region of the South-to-North Water Transfer Project.
