摘要
与城镇养老服务相比,中国农村养老服务呈现出政策支持更为欠缺、家庭养老服务功能丧失更快、社会养老服务可及性更差的特点,在农村养老服务发展过程中存在养老服务需求尚未充分挖掘与养老服务有效供给不足的双重矛盾。为有效化解这一矛盾,提高农村养老服务供给效率,提升农村养老服务质量,需加强农村养老服务供给侧改革,不断完善"市场主导+政府扶持"与"公益参与+社区服务"养老服务体系,形成政府、市场、社会、家庭及老年人共同参与、各尽其能的发展格局。
Compared with the urban endowment services,Chinese rural endowment services demonstrate its shortcomings： lack of policy support,the family pension function lost faster,and the social pension service can be worse and so on. In the process of rural pension service development,there is a contradiction between insufficient demand for pension services and insufficient supply of adequate services for the aged. In order to effectively resolve this contradiction,the efficiency of rural endowment supply can be promoted, the quality of rural endowment service can be improved. We need to strengthen the reform of the supply-side of rural old-age services. Only in this way can ＂market-oriented. government support＂and ＂public participation,community service＂rural endowment services be constantly improved. Thereupon then it can form certain development pattern which government,market,society,participation of families and the elderly do their best.
