摘要
面对当前农村养老服务机构建设与经营不规范的现象,在深刻分析其成因的基础上,从委托代理视角下,设计出3种针对有发展潜力的农村无证托老所的运营新模式,即直营连锁小微型养老院、院-站结合型养老机构和家庭养老床位,并从政策引导、财政支持、队伍建设和风险防控4个方面提出了治理对策。
In view of the current irregularities in the construction and operation of elderly care service institutions in rural areas,based on the deep analysis of its causes and from the perspective of principal-agent,this study designed three operation models for ru⁃ral unlicensed old-age care center with potential development,which included regular chain mini-nursing homes,old-age service sta⁃tions,and family nursing beds.This study put forward the countermeasures from four aspects:policy guidance,financial support,team building and risk prevention and control.
