摘要
在互联网语境下,作为融资新模式的众筹与社交媒体、公益慈善有机结合,形成全新的以社交媒体为载体的公益筹款形式。社交媒体公益众筹特点显著,一是"熟人显性影响"突出;二是众筹金额均以小额筹款为主;三是互联网新技术运用多;四是"从众效应"表现突出。社交媒体公益众筹作为新生事物将通过充分运用好已出台的法律法规做好回报管理确保救助人权益,不断完善配套规章制度,特别关注重点人群,合理做好信息披露,才能促进社交媒体公益众筹的健康发展。
With the development of the Internet,the popularity of smart mobile phone and the coming of5 G network,as a new mode of financing,the crowd-funding combined with social media and public charities forms a new social welfare fund-raising form based on social media. Social media public welfare crowd-funding have significant characteristics. First,the explicit influence of acquaintances is prominent; second,the amount of crowd-funding is mainly small fund-raising; third,the new technology of the Internet has been used more;fourth,the ＂bandwagon effect＂is outstanding. Social media public welfare crowd-funding as a new thing,due to its wide range,many subjects and large scope,relevant laws and regulations are not perfect,network monitoring techniques and methods need to be improved. These issues make project sponsors, project participants,social media,platforms and regulators face the potential risks that directly affect sustainable development. In order to promote the healthy and sustainable development of social media public welfare crowdfunding,we should fully understand the mode and principle of crowd-funding,clarify the present situation and risks, improve the supporting laws and regulations, standardize the operation procedure, define the responsibilities of all parties,and form a scientific management model.
