摘要
网格化管理契合了转型期中国城市基层社会的治理需求,是理解基层社会治理实践的一个窗口。网格化管理通过将城市空间和城市管理范围划分为网格,对复杂的社会治理事务和社会事实进行信息化处理,提高了城市基层社会的清晰度,使精细化治理成为可能。网格化管理以执法力量下沉、治理结构整合和治理资源协同等方式,展开基层社会治理。党政嵌入的机制是网格化管理有效运作的关键,以党组织建设的方式向基层社会延伸党政权力,具有社会控制的制度功能。对城市治理主体而言,党政嵌入的网格化管理方式发挥了激励与监督的制度效用。但网格化管理的实践存在信息内卷化和组织适应性等限度。构建适合社会转型和治理转型的社会治理体制机制,稳固和加强基层社会治理,是转型中国社会的重要考验和挑战。
Grid management is the epitome of China＇s urban grassroots social governance practices and institutional logic during the transition period.The emergence of grid management coincides with various aspects of institutional needs in urban grassroots social governance. The grid management divides urban space and urban management into grids,deals with the information processing of complex social governance affairs and social facts,improves the clarity of urban grassroots society,and enables refinement governance.Grid management manages organizational integration and collaborative governance by shifting of law enforcement power to the grassroots,integrating governance structures,and coordinating governance resources.The insertion of the Party-Government System ensures the effective operation of grid management.As far as the prime body of urban governance is concerned,the insertion mechanism of the Party-Government System has the function of incentive and supervision.By extending the Party＇s political power to the grassroots society through the way of the Party organization construction,it has realized the institutional function of social control. However,the practice of grid management has some limitations,such as information involution and organizational adaptability problem.It is a great challenge for Chinese society to build a social governance institutional mechanism which is suitable for social transformation and governance transformation,and to stabilize and strengthen social governance at the grassroots society during the transitional period.
