摘要
2017年以来,辽宁省高等教育和职业教育战线认真学习宣传贯彻党的十八大、十九大精神,在省委、省政府的坚强领导下,将全面落实新发展理念和"四个着力""三个推进"有机结合,全面深化高中等教育供给侧结构性改革,充分发挥全省高中等教育引领振兴、服务振兴、保障振兴的能力水平。其主要做法是:聚焦顶层设计,突出深化改革治本之策;优化结构布局,狠抓教育供给关键之举;紧盯关键环节,夯实内涵发展质量之基;创新发展思路,铸就振兴发展腾飞之翼;围绕民生热点,深挖就业创业力量之源。但是,也存在一些问题,如高等教育发展水平与辽宁老工业基地的振兴发展要求不匹配,高校服务"五大区域发展战略"的工作形式还比较单一,中职学校布局不合理,高职院校办学规模普遍偏小,部分职业院校办学定位不清晰,办学理念不先进,办学特色不鲜明,大学生地区间就业不平衡等。进一步提高辽宁高等教育和职业教育助力振兴发展的能力和水平还需要做好以下工作:一是加大高中等教育布局结构调整力度,二是进一步深化人才培养模式改革,三是不断打造教育与经济社会融合发展新格局,四是深化考试招生制度改革,五是做好毕业生创业就业工作,六是加强高端人才队伍建设,七是深入推进高校绩效管理改革。
Under the strong leadership of the provincial Party committee and the provincial government,the higher education and vocational education field in Liaoning province has carefully studied and carried out the 18 th CPC National Congress and 19 th CPC National Congress spirits. By combining the implement of the new development concept and the ＂four efforts＂ and ＂three advances＂,they have deepened the structural reform of supply-side in higher education and secondary education comprehensively,giving full play to the ability of the province’s higher and secondary education to lead the revitalization,service revitalization,and safeguard revitalization,since 2017. The main practice is to focus on the top level design,to highlight the policy of deepening the reform;to optimize the structure of the layout,to pay great attention to the supply of education;to focus on the key links,to tamp the basis of the quality of the connotation;to create the ideas of the development of the innovation,to create the wing of the development,and to dig into the source of the strength of the employment and entrepreneurship around the hot spots of the people’s livelihood. However,there are also some problems,such as the mismatch between the development level of higher education and the revitalization and development of the old industrial base in Liaoning,The form of work for universities serving the ＂five regional development strategies＂ is still relatively simple,the layout of secondary vocational schools is unreasonable,the scale of higher vocational schools is generally small,and the positioning of some vocational colleges is not clear,the concept of running schools is not advanced,the characteristics of running schools are not clear,the employment among students in the regions is not balanced,and the employment ability of graduates in second and third-tier cities in the province is weak.
