摘要
基层治理有效的前提在于选择合适的基层组织形态,基础在于厘清基层治理空间属性、特征及其发展形态。基于基层治理空间的分析视角,通过中西部一般农业型村庄基层治理实践的田野调研表明:当前基层组织治理实践中,政治类工作减少,行政类工作和服务类事项增多,"行政—服务"替代机制发达,自治组织行政化和政治组织服务化趋势明显,基层组织去政治化突出,由此完成了基层治理空间再造。基层治理究竟向何处去?面对治理任务密集进村所产生的组织需求,对于中西部一般农业型村庄而言,治理资源稀缺是其刚性约束,正规治理不是中西部农村治理模式的未来。简约高效的组织形态依旧是值得大胆探索和深入研究的治理议题。
The premise of effective grassroot-level governance is to choose a suitable grassroots organizational form.The foundation is to clarify the attributes,characteristics and development patterns of grassroot-level governance space.Based on the analysis of the grassroot-level governance space,field surveys of grassroot-level governance practices in general agricultural villages in the central and western regions show that in the current grassroot-level governance practice,political work has decreased,administrative tasks and services have increased,and"administration-service"alternatives have been developed;autonomous organizations tend to be administrative while political organizations become service-oriented;grassroot-level organizations are de-politicized,and this completes the reconstruction of grassroot-level governance space.Where does the grassroot-level governance go?With the organizational needs arising from the intensive management tasks of villages,for the general agricultural villages in the Midwest,the scarcity of governance resources is a rigid constraint,and formal governance is not the future of rural governance model in the Midwest.The simple and efficient organizational form is still a governance issue that needs bold exploration and in-depth research.
