摘要
随着高速铁路的快速发展,高速铁路逐渐融入到人们的生活中。高速铁路以其运行速度快、准时等特点给人们带来了良好的旅行体验,但也面临着许多安全风险的考验。高速铁路调度指挥系统是确保其安全正点的关键。在阐述高速铁路调度指挥系统突发性、多样性、关联性风险特点的基础上,构建高速铁路调度指挥系统风险管理体系。针对高速铁路风险识别、风险评估、风险监控和风险应对4个层面的分析,进一步研究适合高速铁路调度指挥系统风险管理的技术和方法,使风险管理在高速铁路调度指挥系统中发挥更重要的作用。
The rapid development of high-speed rail has made an impact on the lives of all types of people regardless of their background. Despite the pleasant experience that features a fast and on-time ride to your destination, high-speed rail faces potential challenges that might impede its safe operation. The dispatcher control system is believed to play a key role in the process. This paper, with a review of the risks faced by the system which are unpredictable, diversified and interconnected, proposes an updated dispatcher control that is able to identify, assess, monitor and properly respond to the hazards. The paper also explores adaptable management techniques and tools that help control the risks in the dispatch process.
