摘要
为了科学规划与建设新型农村社区体育场地设施,采用文献资料、问卷调查、实地调研等研究方法,对我国先期试点建设的新型农村社区体育场地设施供给现状进行研究。结果表明,人均体育场地面积偏低,体育场地设施类别趋同化特征凸显,人均设施数量少,体育场地设施被挤占、挪用现象较突出。制约供给的因素是,缺乏统一的建设标准,社区与学校体育场地设施建设未能有机融合,重物质建设、轻文体生活建设的观念仍存在,市场及个人筹资建设体育场地设施的利益驱动性不足。提出对策:解放思想,提高认识,重视体育场地设施建设;制定操作性较强的体育场地设施建设标准;建立学校与社区体育场地设施共建共享机制,以及多渠道筹资机制,形成资金供给主体多元化。
In order to scientifically plan and construct the new rural community sports public service facilities for promoting the development of the ＂urban-rural integration＂,this paper studies the sports facilities construction of the pilot new rural community based on literature,questionnaire and field survey. The results show that the main problems are as follows： sports ground area per capita is lower,and presents downward trend along with the expansion of community,sports facilities in the category is less,and presents universal phenomenon,sports facilities are appropriated or embezzled. The main factors are as follows： the construction of sports facilities in community and school has not been organically integrated lack of uniform construction standards,he communities ignores the stylistic life,and interest driving force from market and society is insufficient for building sports facilities. Therefore,it is extremely important to strengthen the construction of sports facilities and acceptance test of leadership,set up the standard for the construction of sports site facilities,strengthen the guidance of the sports facilities construction by liberating minds and enhancing awareness,strengthen the supervision and administration of the construction of sports facilities,establish co-construction and sharing mechanism of school and community sports facilities,improve the multi-channel funding mechanism.
