摘要
运用实地调研法和访谈法等研究方法,审视国家治理视角下农村公共体育场地设施资源流失的内涵与表征,从农村经济体制改革“分田到户”、“空心村”的形成、教育改革“撤点并校”、基层管理体制改革“行政村合并”和国家扶贫政策“易地搬迁”五个方面,分析了湖北省当阳市农村公共体育场地设施资源流失的成因,并提出其相应的治理对策:充分利用分田后的“金边银角”,满足农民多元化的健身设施需求;培育和吸纳城乡体育骨干力量,整合利用体育场地设施资源;合理布局已撤销学校的体育场地设施,扩大农村公共体育服务的覆盖面;重新归位和开放村公共体育场地设施资源,推动公共体育服务与农民需求无缝对接;将体育设施配置有机嵌入农村社会治理结构中,完善移民新村的体育设施资源配置。
The paper analyzes the connotation and representation of the rural public sports facility loss under the view of the national governance with the research methods of field investigation and interview.The causes of resource loss of rural public sports facilities in Dangyang city of Hubei province are analyzedin 5 aspects,such as the reform of the economic system,the hollow village’s formation,the merge reform of schools,administration merge of villages and the relocation policy.The paper proposes to make full use of the spare lands after dividing the field to meet the diversified needs of the farmers for fitness facilities,cultivate and absorb urban and rural sports talents,integrate the use of sports facilities resources,make reasonable use of the sports facilities of the wasted schools,expand the coverage of rural public sports services,reposition and open the village public sports facilities and resources to promote the seamless connection between public sports services and farmers’needs,integrate the allocation of sports facilities in the rural social governance structure,and improve the allocation of stadium resources in the new migrant villages.
