Study on the Current Situation and Optimization of Geothermal Resources Management in China

摘要 近年来我国地热产业发展迅速,地热直接利用量位居世界第一。地热产业正面临发展机遇,"北方地区清洁取暖"民心工程的推进、"雄安新区"的设立、地热"十三五"规划的出台,将助力地热产业规模化发展。为保障地热产业有序发展,我国已出台一系列法律法规与扶持政策,初步构建了产业服务体系。但总体来看,仍存在管理职责分工不明确、税费政策缺乏针对性、相关扶持政策执行力度不够等问题。未来应出台全国性的地热资源管理法规、加大政策扶持力度、加强行业监管、完善投融资体制,从而促进我国地热产业健康和可持续发展。 In recent years, geothermal industry in China has grown rapidly. As so far, Chinese annual energy use of the directutilization of geothermal energy has steadily occupied the first place in the world. In the future, the promotion of the "clean heating during the winter in the north of China", the establishment of "Xiongan New Area" and the implementation of the "13 th five-year plan of the geothermal industry" will greatly promote the development of geothermal industry in China. To ensure the industrial orderly development, a series of relevant laws and regulations have been made and the industrial service system has been initially established. However, there are still some unaddressed problems, such as the unclear management division and the insufficient implementation of supporting policies. The government should accelerate the institution and promulgation of the nationwide geothermal energy law, strengthen policy supports, improve the investment and financing system, thus to promote the healthy and sustainable development of Chinese geothermal industry.
