民办本科高校学术委员会的建设逻辑 被引量:3

摘要 高等学校学术委员会建设源自大学的科学研究功能。我国民办本科高校独特的办学体制机制,决定了民办本科高校学术委员会建设具有独特的实践逻辑。对于民办本科高校而言,一方面需要划分各行政管理组织的权力边界,在认识上深化民办本科高校应用型办学定位与发展科研之间的关系,在《民办教育促进法实施条例》中补充有关学术委员会建设的相关规定,为民办本科高校学术委员会建设提供法律依据和生成"自组织"空间。另一方面,需要从明确学术委员会定位、理顺学术委员会组织架构、优化学术委员构成、完善学术管理机制等方面入手,探索构建具有民办特色的学术委员会制度,推动民办本科高校学术发展和质量提升。 The construction of academic committee in the colleges and universities originated fromthe function of scientific research of universities. Because of the unique operational system of privateundergraduate universities and public colleges and universities,it means that the construction of privateundergraduate academic committee has its unique practical logic. In terms of the private undergraduateuniversities,on one hand,the power boundary of administration management organization should beclarified,to deepen the understanding of the relationship between the application orientation of runningschool and scientific development,to supplement the related regulations of academic committee construction in the “ Implementation Rules for Law of Promoting Civilian-run Education” ,to provide lawevidence and to provide “ self-organization”space for the construction of academic committee in theprivate undergraduate universities;on the other hand,from the perspectives of clarifying the positioning and the framework academic committee,optimizing the members of academic committee,and improving the academic management mechanism,the construction of academic committee system with private characteristics was explored,in order to promote the development and quality of private undergraduate universities.
