摘要
学术评价已成为当下学术研究的热门话题,但透过表面繁荣的背后,却是学术评价的乱象纷纭。造成学术评价乱象的根源很多,比如官本位意识导致学术资源分配不公,"一刀切"的量化评价导致学术生产的数量增加而质量下降,"评价标准异化"导致学术评价机构公信力的缺失,不合理的科研体制是学术评价乱象的根源。要治理学术评价乱象,必须立破并举、多管齐下、统筹协调、优化整合。一是建立学术评价机构准入制度和退出机制,二是加强学术评价的回避制度和监督机制,三是规范并完善同行评价制度,四是终结"以刊评文"的量化评价机制,五是建立独立的、客观的、民主的学术评价机构。
Academic evaluation has become a hot topic in the present academic research,but behind the prosperitysurface,academic evaluation is chaos,which was caused by many causes,for example,the official standard consciousness leads to unfair distribution of academic resources,quantitative evaluation of one size fits all leads to increase in the number of academic production and quality decline,evaluation standards alienation leads to the lack of credibility of the academic evaluation institution. Unreasonable system of scientific research is the root of the academic evaluation chaos. The measurements of academic evaluation chaos must be vertical break simultaneously,multi pronged,coordination,integration and optimization,such as the followings,to establish the system of access system and exit mechanism,to strengthen the academic evaluation of the system and supervision mechanism,to regulate and improve the peer evaluation system,to end the publication of the quantitative evaluation mechanism,to establish an independent,objective,democratic academic evaluation institution.
