摘要
促进经济平衡、充分发展,乃是满足人民对美好生活需要的现实基础。当前,不平衡、不充分已成为制约我国经济发展的最大"瓶颈"。其中,不平衡主要表现为城乡发展不平衡、区域发展不平衡、产业发展不平衡、行业发展不平衡;不充分则主要表现为推进改革不充分、创新驱动不充分、对外开放不充分、要素供给不充分。由于不平衡、不充分是促进经济发展的众多内外部因素失衡所造成的,因此,其解决之策在于推进体制机制创新,在发展中优化各种要素配置,从而在此基础上形成新的平衡及充分发展。
Promoting economic balance and full development are the realistic basis for satisfying people’s needs for a better life. At present,imbalances and inadequacies have become the biggest＂bottleneck＂restricting China’s economic development. Among them,imbalances are mainly manifested in unbalanced development of urban and rural areas,unbalanced development of regions,and unbalanced development of industry. Insufficiency is mainly manifested in insufficient advancement of reforms,inadequate driving of innovation,inadequate opening to the outside world,and inadequate supply of elements. Because imbalances and inadequacies are caused by imbalances in many internal and external factors that promote economic development. Therefore,the solution to these problems lie in advancing the innovation of institutional mechanisms,optimizing the allocation of various factors in the course of development,and creating a new balance and full development on these basis.
