摘要
基于155个城市网约车严格程度与城市出行服务体系关系的回归分析发现,当前网约车政策较好地考虑了城市密度、消费者购买能力、直接竞争性产品、城市大气污染等情况,与交通基础设施承载能力、间接竞争性产品和交通拥堵情况等关系不显著。建议尽快启动新一轮网约车政策调整,根据不同城市的经济社会发展情况按大类差异化管理,建立中央部委-城市行业主管部门两级协同管理制度。致力于提高网约车政策制定的科学性,完善出行服务体系,满足居民出行需求,促进行业健康发展。
This paper has made a multiple linear regression between the stringency of E-hailing policies and the travel service system based on 155 cities in China. The result shows that these policies can take urban density, purchasing power of consumers, direct competitive products, and air pollution into account. However the influence of infrastructure capacity, secondary competitive service and traffic congestion on the policies are not significant. It suggests that E-hailing policies should be adjusted as sooner as possible. And divide cities into several classes based on the development of economy and society. The central ministries and municipal departments should regulate the E-hailing service together. All above aim to make more reasonable policies, increase taxies supply to meet consumers' demand and promote the development of travel service industry.
