摘要
持续增长的财政支出背景下政府购买服务为何会成为公众"不称心的礼物"?分析发现,政府促进市场竞争责任的缺失、合同管理责任的弱化、对回应公众需求责任的忽视,以及政府向社会分权责任意识的不足均不当催生了"不称心礼物"的形成。基于对公共服务复杂性和政府俘获理论的进一步探讨,论文提出了在中国政府购买责任体系的构建上应以实现公共利益为取向、推动公众参与和公开竞争,以及与社会组织构建合作伙伴关系的建议。
Under the background of constant increase of fiscal expenditure, why would government purchase services become unsatisfactory gifts of the public? The result of an analysis shows that government's lack of responsibility for promoting market competition, for contract management, for responding to public demand and for social decentralization all lead to unsatisfactory gifts. Based on a further discussion of the complexity of public service and the government capture theory, this paper puts forward suggestions that in constructing government purchase responsibility system, public interest orientation should be realized, public participation and open competition should be promoted and a cooperative partner relationship should be established among social organizations.
