摘要
在高风险地区实施海外项目,建立有效的公共安全管理机制是安全快速完成建设任务的重要保障。介绍海外项目公共安全管理的特征,分析巴基斯坦拉合尔轨道交通橙线项目面临的公共安全形势,总结橙线项目"以风险预控为导向,建立健全公共安全管理体系,实施标准化流程管理"的公共安全管理经验,针对海外项目公共安全管理工作,从加强风险预控和合同管理、完善组织机构和管控制度、完善应急预案和应急演练、建立信息共享机制等方面提出思考建议,为企业"走出去"提供参考。
It is necessary to establish effective public security management mechanism to guarantee the safety and progress of overseas projects. The paper introduces the features of public security management of overseas project, analyzes the public security landscape of the rail transit Orange Line in Lahore, Pakistan, and concludes the experience of this project, which is "oriented by risk pre-control, establishing sound public security management mechanism and implementing standardized process management". The paper also makes suggestions on public security management of overseas projects in terms of strengthening risk pre-control and contract management, enhancing organizational frame and management system, improving emergency plan and drill, establishing information share system, etc., serving as references for "Go Global" companies.
