摘要
应急预案是应急管理的重要内容,也是高效开展应急救援的基本保障,而应急预案编制是直接影响企业突发事件应急工作效率的关键和基础工作,企业必须高度重视。本文从企业编制应急预案的角度出发,简要介绍了应急预案编制的基本流程和应急预案编制工作的组织管理,重点分析了企业在编制应急预案过程中如何建立应急组织机构、明确职责分工、科学开展风险分析与应急能力评估、预案需求分析、预案关键环节描述和预案评审等难点问题,结合作者应急预案的编制经验,对组织方法、职责分工、风险分析、能力评估等问题提出了相应的解决对策和建议,从而为企业编制(修订)应急预案提供有益参考。
Emergency plan is not only important content of emergency management but basic safeguard in effective emergency rescue,so its compilation which is the crucial and fundamental step directly affecting efficiency of enterprises emergency response should be given great importance.In this paper,from the point of view of enterprises,the basic process and organizational management of compilation of emergency plan were briefly introduced,difficulties in the process such as how to establish emergency organization,make clear responsibilities,conduct risk analysis and capability evaluation scientifically,analyze requirements,describe crucial link and carry out management review of emergency preplan were selectively analyzed.And with the author's experiences in this field,corresponding countermeasures and suggestions to issues such as organizational methods,responsibilities,risk analysis and capability evaluation were brought forward,which provide beneficial references for enterprises compiling(revising)emergency plans.
