摘要
政策工具是政府实现政策目标的方法和手段。本文通过分析发现,政府在稳定乡村教师队伍方面综合运用了激励、命令、能力建设、劝告或劝诱等政策工具,体现了建设"留得住、教得好"的乡村教师队伍的政策意图。但上述政策工具仍有诸多不完备之处,且"系统变革工具"明显缺失。为此,需要凸显激励工具的"激励性",完善逆差序教师待遇补偿机制,保障不同层级学校教师岗位具有相同的吸引力;完善命令性工具,解决乡村教师结构性缺编难题,规范教师调动行为;丰富能力建设工具,提升乡村教师专业水平,帮助乡村教师获得积极的职业体验;善用劝告或劝诱工具,营造尊师重教的社会氛围,鼓励乡村教师扎根乡村;采用系统变革工具,提升乡村教育治理水平,为教师创造安心从教的工作环境。
Policy instruments are the means to achieve the policy objectives of the government. This study takes the policies of retaining rural teachers in Yunnan province as example, and it finds that, governments integrated use authority tools, incentive tools,hortatory tools, capacity tools to retain rural teachers, and these instruments embody the policy intention of construction "living well,teaching well" teaching staff for rural areas. But the current policy tools are still incomplete, and lack of system change tools. In order to retain rural teachers, government should improve incentive tools, perfect teachers' welfare mechanism, guarantee teaching positions with different living condition having the same appeal; perfect the authority tools, solve the problem of structural deficiency of teachers in rural areas and regulating the mobility of teachers; enrich the capacity building tools, improve the professional level of rural teachers, and help them get a positive professional experience; use exhortation or persuasion tools well to create a social atmosphere of respecting teachers and encourage rural teachers to take root in villages; adopt the system change tool, enhance the rural education management level; create the teaching environment for teachers.
