摘要
规则属性、规则落地程度与村民自治基本单元具有关联性:规则的内生性与具体性越高,则规则落地程度越高;规则落地程度越高,则以规则落地单元为自治基本单元的有效性越高,进而村民自治的效果更好。通过对规则落地与村民自治基本单元的变迁与实践的分析,研究发现:第一,能够内生出具体规则的单元就是有效的自治基本单元;第二,规则落地单元与自治基本单元匹配性越高,则村民自治效果更好;第三,将自治基本单元划定到距离家户更近的地方,有利于更好的回归自治;第四,村民自治基本单元具有多样性,需要因地制宜的划定,其标准是单元的历史延续性和自然生成性。
The rule attribute and the degree of rule landing are related to the basic unit of the villager autonomy:the higher the endogeneity and the specificity of the rule,the higher the degree of the rule will be.The higher the degree of the rule landing is,the higher the unit effectiveness of the rule landing units as the autonomy basic unit will be,and in turn the villagers autonomy will become more effective.Based on the analysis of the changes and practices of the basic unit of rule landing and villager autonomy,it is found that:Firstly,the unit that can generate specific rules is the effective autonomous unit;secondly,the higher the matching degree of the floor unit and the autonomous basic unit,the better the villagers autonomy effect will be;thirdly,the autonomy of the basic unit delineated closer to the homeis conducive to better returning to autonomy;Fourthly,the basic unit of the autonomy of villagers is diversified,and needs to be demarcated in accordance with local conditions.The standard is the unit's historical continuity and natural generality.
