摘要
基于体面劳动的四项战略目标,设计一个涵括4个一级指标、9个二级指标和21个三级指标的宏观体面劳动测量体系,利用因子分析法对2006—2015年中国内地31个省市的体面劳动水平进行测量及分析,结果表明中国体面劳动水平呈现整体上升的趋势,各省市的体面劳动水平与经济发展水平不完全匹配;社会保障水平是影响体面劳动水平最重要的因素且各因素发展不均衡。因此,政府在发展经济的同时,应促进社会均衡发展,制定针对性的措施,全面改善中国各省市的体面劳动状况。
Based on the four strategic goals of decent work,this paper designs a macroscopic measurement system which includes 4 first class indicators,9 second class indicators and 21 third class indicators to measure and analyze the decent work situation of 31 provinces and cities from 2006 to 2015 in China by using factor analysis. The results show that the level of decent work in China is rising as a whole and the decent work levels of various provinces and cities are not perfectly conforming to the local economic development levels. In addition,the level of social security is the most important factor affecting the level of decent work and the development of various factors is not balanced. Therefore,the government should promote the balanced development of the society while developing the economy,and constitute some measures to improve the decent work status of the provinces and cities.
