摘要
立足云南实际,采用赫芬达尔-赫希曼指数(HHI)进行多维度深入分析,确定了云南电力市场"双边垄断"的市场结构特征,设计了基于申报价格出清的集中竞价交易规则,并与国内外常用的统一价格出清规则进行了对比分析,表明申报价格出清规则更加适合云南实际。
Based on the above-mentioned situation, this paper analyzes the feature of bilateral monopoly in Yunnan power market using the Herfindahl-Hirschman Index （HHI） method and presents the pay-as-bid pricing-based bidding rules. Compared with the popular uniform clearing rules, it is proved that pay-as-bid pricing-based method is more appropriate for the situation in Yunnan than other methods.
