海南电力现货市场的机制设计比对及建设路径探讨 被引量:6

摘要 根据南方区域统一电力现货市场建设的规划部署,南方各省区将于2020年底前具备开展区域电力现货市场的基本条件。本文首先针对海南电力现货市场建设面临的“大机小网”、“多类均衡的电源结构”、电力交易中长期交易起步较晚等现实情况,总结了海南电力现货市场建设的关键问题;然后,从中长期交易品种设计、现货市场价格机制、核电参与竞价机制等方面对电力现货市场关键机制展开比对研究;最后,基于南方区域电力现货市场建设的原则和框架,结合海南电网实际情况,提出了海南电力现货市场建设的分阶段实施路径,为海南电力现货市场方案设计以及其它省级现货市场机制设计提供借鉴。 According to the plan and deployment of the electricity spot market development in Southern China region,basic conditions for the development of the regional electricity spot market shall be met before 2020 in each province of Southern China region.Based on the realities of the Hainan electricity spot market development,including the“small scale of the power grid with large capacity of the plant units”,the“multiple type and balanced power generation compositions”and the late start of the medium and long-term trading and so on,the key problems of Hainan electricity spot market development are summarized.Then,the key mechanisms of electricity spot market are compared and studied from aspects of the variety design of the medium and long-term trading,the price mechanism of the spot market and the bidding mechanism of the nuclear units and so on.Based on the principle and framework of the development of electric power spot market in Southern China region and combined with the situation in Hainan power grid,a staged implementation route for the development of Hainan electricity spot market is proposed,providing a reference to the scheme design of Hainan electricity spot market and the mechanism design of other Provincial spot markets.
