摘要
区域电力市场的建立是让资源在更广泛的范围内由市场来配置,其设计必须有利于促进区域内各省(含自治区、直辖市,下同)经济和电力工业的持续、协调发展,有利于市场风险的规避。同时,必须考虑以下问题:区域电网与省级电网之间的配合;各方利益的平衡、协调和资源配置的公平;如何保证电网的安全稳定运行;市场交易与电网调度的有效配合。基于上述原则,剖析了区域共同市场模式的交易机理,设计了几种兼顾电网调度、电网安全稳定运行(电网安全校核)与市场交易相协调的区域共同市场模式(模型)和交易机制,分析了每种模式的优缺点,设定了每种模式实现的前提条件,提出了由区域共同市场向统一市场过渡的几种过渡方式。
The aim of regional electricity market construction is to allocate the resources in the more extensive region by market measures. It should be propitious to promote the persistent and harmonious development of each province's economy and electrical industry, and to hedge the market risk as well. Contemporarily, it should consider the cooperation between the regional and provincial (civic) power grid, the interest balance and coordination among every side, the resource allocation equity, the secure and stable operation of power grid, and effective coordination between market transaction and power grid dispatch. Based on the above rule, the transaction mechanism of regional layered electricity market is analyzed, and several regional layered electricity market modes and transaction mechanism are designed, which harmonize power grids security and market exchanges. Furthermore, the advantages and disadvantages of each mode are analyzed, and the realization conditions of each mode are set. At last, several intergradations from regional layered electricity market to regional uniform electricity market are presented.
