摘要
资金是困扰保障性住房建设的核心问题之一,私营机构资金的注入能够有效缓解中央或地方政府财政紧缺的困境。但是保障性住房的诸多特征抑制了私营机构参与保障性住房的积极性,从而阻碍了PPP合作模式在保障性住房领域的有效推进。本文采用问卷调查法,探究影响私营机构积极性的主要因素,运用SPSS24.0、AMOS24.0软件对数据进行处理分析,结果显示:公共部门支持、私营机构风险管理能力、保障性住房项目的经济价值、保障性住房市场的稳定性、竞标的公平和效率,这5个要素影响了PPP模式下保障性住房建设私营机构参与积极性,且均为正相关关系。其中,私营机构风险管理能力对PPP模式下保障性住房建设私营机构参与积极性影响最显著。
Capital is one of the core problems that plagued the construction of indemnificatory housing,the injection of private sector funds can effectively alleviate the financial difficulties of the central or local governments. However, some characteristics of indemnificatory housing inhibit the initiative of the private sector to participate in indemnificatory housing. This paper uses the questionnaire survey to explore the main factors that affect the enthusiasm of the private sector, and the data were analyzed by SPSS24.0 and AMOS24.0. The results show：（i） There are five elements that affect the initiative of private sector to participate in the construction of indemnificatory housing under PPP mode, which are public sector support, the capacity of private sector risk management, the economic value of indemnificatory housing, stability of indemnificatory housing markets, fairness and efficiency of bids.（ii） Under the PPP mode, the capacity of private sector risk management has the most significant impact on the participation of private sector in the construction of indemnificatory housing in these five variables, the rest are followed by fairness and efficiency of bids, public sector support, the economic value of indemnificatory housing and stability of indemnificatory housing markets.（iii）There is a positive correlation between these five variables and the enthusiasm of private sector participate in indemnificatory housing construction under the PPP model.
