摘要
我国社会保障性住房普遍受到资金瓶颈、土地瓶颈制约,保障房的进入、退出机制不完善,动态管理难度较大。同时,住房保障机构不健全,管理力量不足,且保障房职能分由不同部门履行,存在部门间的协调问题。文章认为需进一步明确政府在住房社会保障制度中的职责,尽快出台保障性住房的专门法律法规,科学界定住房保障面和保障方式,明确保障范围,确定住房补贴标准和住房建设标准,扩大社会保障性住房的覆盖面,提高住房保障的效率。
The building of social security housing system is a long task of government. Currently, there are many problems in so- cial security housing system, such as lack of financing, lack of land, imperfective entrance and exit system. At the same time, because of separate of powers in different departments, it is difficult to manage and collaborate in social security housing system. This paper suggests that the government clear its responsibility, legislate special law, define area of social security housing, enlarge coverage of social security housing and improve efficiency of social security housing.
