摘要
新型跨境大学联盟的特征是视实质性人才培养与科学研究并重,使之共同服务于区域建设。作为典型案例,北极大学的管理运行机制、教学实践、科研实践对建立新型跨境大学联盟有借鉴作用。而其存在的问题也表明,作为共建新型跨境大学联盟的主导者,中国政府或高校应调动成员国家积极性,建立多元化筹资渠道;加强合作体系顶层设计,优化运行机制建设,并坚持人才培养与科学研究并重,全面服务于区域建设。
The new mode of Cross-border University regards that both the talent cultivation and the scientific research are valuable to serve the region establishment. As the typical case,the UArctic＇s mechanisms,talent cultivation and scientific research can be a reference to cross-border university alliances,while it＇s encountering problems also shows that,to be the leader of the new mode cross-border university alliance,Chinese government or colleges should firstly mobilize the enthusiasm of Member organizations,establish diversity financing channels,secondly strengthen the top design for mechanisms and optimize it,thirdly value both talent cultivation and scientific research,fully serve the construction of zone.
