摘要
随着跨境高等教育自身的不断发展、全球化背景下区域经济一体化步伐的加快以及提升国家文化软实力的现实需要,许多基于新区域范畴的跨境高等教育合作正在世界各地兴起,它改变和融合了以人员、项目和机构为主的传统跨境流动形式,形成了具有明显区域间主义治理特征的新跨境合作发展模式。在历经二十年的探索和实践之后,博洛尼亚进程、跨境大学项目和上海合作组织大学的推进路径各具特色,对构建"一带一路"教育共同体以及我国与沿线国家、地区共创"一带一路"高等教育合作新模式及治理机制具有重要启示和借鉴意义。
With the continuous development of cross-border higher education itself,driven by economic globalization and regional economic integration,as well as the practical need to enhance the national cultural soft power and international competitiveness,many cross-border higher education cooperation based on the new regional category is rising all over the world,which has transformed and integrated the traditional forms of cross-border mobility dominated by people,projects and institutions,and formed a new model of cross-border cooperative development with obvious interregional governance characteristics.After 20 years of exploration and practice,the Bologna process,the cross-border university project and the promotion path of the Shanghai Cooperation Organization University have their own characteristics,which has important enlightenment and reference significance for the construction of“The Belt and Road”educational community and the creation of“The Belt and Road”higher education new cooperation model and governance mechanism with countries and regions along the route.
