摘要
公众的环保参与和政府的规制执行是影响规制遵从和污染物排放的重要因素,不过公众参与和政府的规制执行都有成本。依照污染物排放的内在逻辑并利用中国30个地区的省级面板数据进行分析,本文发现地区遵从水平与规制执行水平、公众参与水平正相关,且受到污染密集程度、企业数量等与遵从成本相关因素的显著影响;而污染排放水平却与遵从水平负相关。对污染排放和地区遵从模型进行检验,验证了上述结论,并进一步发现当规制执行和公众参与之间的策略性交互水平低于一定的数值时,规制执行对遵从水平的边际影响会随着公众参与水平的上升而增强,且这种影响会随规制执行的松弛而提高。在我国的规制体制不断成长的过程中,公众对环境保护的监督以及参与可以作为政府规制执行的重要辅助,环境污染治理需要提倡全民共治。
The public participation and regulation enforcement, though costly for consumers and regulators respectively, take a great part in the level of compliance and pollution discharge. Through research on the inherent logic of drainage activities of firms and panel date of Chinese 30 regions, this paper finds that, regulatory compliance which is under the influence of compliance cost like pollution density and the number of firms is also positively with the level of regulatory enforcement and public participation, and environmental pollution is indeed negatively with the compliance level. This paper also finds that, an increase in the level of public participation could increase the marginal return of the enforcement, but public participation may have to rise with the slackness of enforcement when the level of their strategic interaction is less than the critical value. As the regulation system of our country grows continuously, the supervision and participation of environmental protection from public can be regarded as an important auxiliary execution of government regulations, so environmental pollution governance need to call for all people governing together.
