摘要
目的探讨分析某医科院校国家自然科学基金结题绩效现状及其与再次申请科学基金的关联。方法选取2015年度结题项目,采取数据包络分析法进行绩效分析。结果总体技术效率均数为0.22,76.1%项目的技术效率集中在0~0.3之间,且青年科学基金高于面上项目;同时,结题项目再次申请面上项目的资助率高达43.6%,且再次申请获得资助的负责人所承担的2015年结题项目技术效率均高于不予资助的申请人。结论国家自然科学基金结题绩效总体不佳,相对绩效较低的项目比较多,同时结题质量好坏从一定程度上影响着再次申请基金是否获得资助。
Objective The situation of the concluding performance of the National Natural Science Foundation of a medical university and the relevance of its application again are discussed and analyzed. Methods The Data Envelopment Analysis（ DEA） is used to analyze the performance of the concluding project of NSFC in 2015.Results The mean overall technical efficiency was 0. 22,the technical efficiency of 76. 1% concluding projects concentrated between 0 and 0. 3 and the technical efficiency of general program was higher than Youth Science Fund Project. The proportion of applications again after general program concluding funded by NSFC had risen to43. 6%,and the technical efficiency of applications again by principals of the concluding projects in 2015 funded was higher than that of applications not supported by the NSFC. Conclusion The performance of the NSFC is generally poor,and there are lots of the projects in the relatively poor performance. The quality of the concluding performance may affect its application again to some extent.
