摘要
尽管马汉的海权论很好地总结和反映了19世纪至20世纪上半叶世界政治中国家权力、财富和荣誉竞争的事实,并且对于历史上一直是陆权大国、在改革开放后才走向海洋的中国有很大的借鉴意义。在人类进入21世纪时,由于时代的变化、世界力量转移和安全观念的变革,马汉的海权论显示出其落伍于时代的某些局限性和不足之处。在新的全球化时代,海权论具有了崭新的形态。与传统的海权论不同的是,全球化时代的海权观突显出开放性、竞争性、合作性和制度性。权力仍是新海权观的核心自变量,但海权的内涵和外延都扩大了。国际海洋地缘政治仍是海权公式中一个重要变量,但海陆二分的地缘结构正在被海陆一体的新地缘结构所取代。威胁的多元化成为主要的因变量。
Sea Power Theory put forward by Admiral Alfred Thayer Mahan of the U.S. well summarized and reflected the facts of state power, treasure, and the competition of honor in the world politics from the 19th century to the first half of the 20nd century. It can be used for reference to China, which had been as a continental power in the history and is going to become a maritime power as well since the China＇s openness and reform in 1978. Now when the world has en- tered 21st century, Admiral Alfred Thayer Mahan＇s Sea Power Theory has shown some limitation and shortcomings of backward in time due to the change of era, world power transfer and change of security concept. In the new globalization period, Sea Power Theory has the new form. Differ- ent from the traditional Sea Power Theory, the Sea Power Theory during the globalization period shows its openness, cooperation and institutionalization. Power is still the core independent variable of the new Concept of Sea Power but the connotation and extension of sea power have been enlarged. The international maritime geopolitics is an important variable in the formula of sea power. However, the sea--continental bipartite geo--structure has been replaced by the integra- tion of sea--continental geo--structure. The diversification of threats becomes the major dependent variable.
