摘要
本文基于政策文献计量分析,从科技政策推动技术进步进而推动节能减排的角度,刻画1998年以来我国节能减排科技政策的颁布情况、政策措施使用情况,揭示我国节能减排科技政策使用的演变过程,并在政策文献内容计量的基础上构建了政策目标与措施协同对节能减排科技进步影响的计量模型,分析政策措施与政策目标的协同有效性。研究表明:自1998年以来,我国节能减排科技政策的颁布数量处于总体上升状态,且政策的内容更加具体;政策的实施以行政措施居多,同一政策措施的具体表述形式和实施方式发生了变化;每一种政策措施都有与之相匹配的政策目标,同一政策措施与不同政策目标的协同对节能减排科技政策效果的影响不同;多数情况下,两项政策措施与政策目标的协同效果优于单一政策措施与政策目标的协同效果。文章还对如何推动节能减排科技政策的效果提出相关建议。
Based on policy documents quantitative study and in view of the role that science and technology policies play in promoting technological progress and then driving energy saving and emission reduction, this paper characterizes the introduction of China＇ s science and technology policies in the field of energy saving and emission reduction and the application of policy measures from 1998, re- veals the evolution of policy measures and constructs an econometric model to analyze the effectiveness of synergy of policy measures and policy objectives. The analysis results show that： from 1998, total number of the science and technology policies in the field of energy saving and emission reduction remains rising, and contents of the policies become increasingly specific; administrative measures are the most often used measures, and the policy measures＇ form remains changing; each different policy objective matches diffident measures, the effect of different synergy of policy measures and policy objectives has significant discrepancy; in most cases, the effectiveness of synergy between policy objectives and two policy measures is better than that between policy objectives and only one policy measure. Fi- nally, we put forward some relevant suggestions for improving the policy effect.
