摘要
结合供给侧结构性改革政策要求、我国行政体制机制现状和煤炭产业发展实际,提出基于五大政策支柱体系的煤炭产业供给侧结构性改革施策路径,暨国家和地方发展改革委和产业管理、国家和地方财政税收、金融管理、国资管理、贸易管理、劳动管理、社会保障等多部门综合施策的实现方式。
Combined with the policy requirements of supply-side structural seform, the current situation of China＇s administrative system and the actual development of coal industry, put forward the policy path of supply-side structural reform in the coal industry based on the five policy pillar system, that is the implementation mode of taking comprehensive measures for management departments, such as national and local development and reform commission, industrial, national and local finance and taxation, financial, state-owned assets, trade, labor and social security management departments and so on,
