摘要
借鉴前人的可持续发展评价指标研究成果,结合江苏省可持续发展特点,尝试构建符合江苏省可持续发展的评价指标体系。以江苏省2006—2015年的数据为基础,通过主成分分析进行数据处理,提取主成分。将主成分分析得到的综合得分带入数据包络分析中的BCC模型,得出近10年江苏省可持续发展的相对效率值。对效率值进行了进一步分解,发现DMU的纯技术效率值很高,DEA无效的原因主要是规模效率不高,即规模不经济问题。改善规模是提高DEA效率值和可持续发展能力的有效途径。
The paper makes an attempt to construct an evaluation index system which conforms to the sustainable development of Jiangsu Province based on forefathers' experience of sustainable development evaluation indicators in the light of the characteristics of sustainable development in Jiangsu Province.With the data of Jiangsu Province from 2006 to 2015,the paper conducts principal component analysis to process data and extracts principal components.Then,the comprehensive score of principal component analysis is brought into the BCC model of data envelopment analysis to obtain the relative efficiency value of sustainable development in Jiangsu Province in recent ten years.A further analysis of the efficiency value indicates that the pure technical efficiency of DMU is very high and reason for the ineffective DEA is the inefficient scale,i.e.the scale is not economical.Improving scale is an effective way to improve DEA efficiency value and sustainable development ability.
