摘要
"概念先行"是当前政府的"话语体系建设"倡导下涌现的社会事实。尽管每一时代都不免有顶层的制度设计,但用话语概念,尤其用通俗易懂的百姓话语,而不是用规章规范,去动员和唤起行动却是如今这个时代独特的方面。这种现象一方面反映了国家意识形态的统领作用,另一方面,通过概念抑或观念的动员、通过意义的合法化过程,把观念下传到社会组织、社会群体抑或个体层面,的确能够获得民众的赞同,以形成全社会的"思想共识"并指导行动。这种先于行动或镶嵌于行动过程中的思想观念之所以在我国特别有效,是因为(1)社会普遍存在的威权主义文化及其人格为"概念先行"铺垫了绿色通道;(2)顶层设计中使用的民生话语、传统文化话语及新知识话语,则为夯实概念与行动、上层规划与基层响应间的一致性提供了长程的文化资源。因而,我国新时代治国理政过程中的"概念先行"现象有其合理合法的现实社会基础。
One emerging social fact of the current practices of ＂discourse system construction＂ is the precedence of conceptions. Although institutional designs from top to bottom is common in different historical periods, it is a unique feature of the current times to use discourse conceptions （especially the rank and file discourses） rather than formal regulations to mobilize individuals. This reflects not only the leading role of national ideology, but also the fact that the mobilization based on discourse and the legitimacy of meaning can popularize and send ideas down to social or- ganizations, groups, or even individuals. With the endorsement of the mass, a society--wide ＂i- deological consensus＂ is established, which subsequently directs people＇s action. This type of i- deological conceptions that are precedent to or embedded in the action process brings about socie- tal consequences. That is because 1） the prevalent authoritarian culture and its embodiment pave the way for ＂conception precedence＂~ 2） the discourse of the common people, traditional culture~ and new knowledge that is used by the from--top--to--bottom institutional design provides long --term cultural resources for the consistency between ideology and action, and between top de- sign and grass--roots resonance. Hence, the phenomenon of ＂conception precedence＂ in the new --era governance, reasonably and legitimately, has its social foundations.
