摘要
随着中国城镇化进程的快速推进,在以北上广深为代表的一线大城市快速扩张的同时,位于京津冀都市圈下的众多小城镇也竞相模仿其发展模式,纷纷建设城市新区,扩张城市范围。其城市尺度不断扩大,在造成了大量资源浪费的同时,也产生了大量的房产库存,严重制约了城市的未来发展。新城市主义是针对城市无序蔓延带来的城市问题而形成的一个新的城市规划及设计理论,主张塑造具有城镇生活氛围和建设紧凑的社区,因此其对于京津冀都市圈下小城镇发展具有一定的借鉴意义。本文通过将京津冀都市圈下小城镇发展与新城市主义发展模式的台湾宜兰进行分析对比,从宏观到微观层面为京津冀都市圈下的小城镇发展提供相应的规划建议。本文提出京津冀都市圈下小城镇应当依托区域内大城市丰富的消费能力,重视城市生态建设,宏观上打造旅游休闲型城市,中观上重塑城市尺度,微观上激发城市热点活力,走一条精明增长的发展道路。
With the rapid progress of China＇s urbanization process, not only the big cities such as Beijing, Shanghai and Shenzhen have a rapid expansion, many of the small towns located in the Beijing-Tianjin-Hebei metropolitan area are also repeating their development model of rapid expansion. These small towns are actively in building new towns to expand the built up area. As the size of the city continues to expand, a large amount of resources are occupied, and at the same time a lot of vacant homes are produced. This situation seriously restricts the development of the city in the future. New urbanism is a new urban planning and design theory formed by solving the urban problems caused by the city＇s disorderly spread. It has certain significance for the development of small towns in Beijing-Tianjin-Hebei metropolitan area. Through the analysis of Yilan which is constructed with the new urbanism, the article from the macro to the micro level provides the appropriate planning recommendations for small towns in Beijing-Tianjin-Hebei metropolitan area. The article advocates that small towns should rely on the strong spending power of large cities in the region to develop. They should pay attention to the city＇s ecological construction. This paper proposes in the macro level to develop the city＇s tertiary industr.z; in the meso level to narrow the scale of the cit）~ at the micro level to stimulate the city＇s hot vitality. For small towns, they shouldn＇t pursue the size of the city, but they should take a smart growth path.
